{"id":4649,"date":"2019-02-21T23:33:46","date_gmt":"2019-02-21T19:33:46","guid":{"rendered":"https:\/\/www.mbrsc.aud.edu\/MBRSCPost\/?p=4649"},"modified":"2019-02-21T23:33:48","modified_gmt":"2019-02-21T19:33:48","slug":"legal-technology-could-help-one-billion-people-have-access-to-justice-mark-beer%ef%bb%bf","status":"publish","type":"post","link":"https:\/\/mbrsc.aud.edu\/MBRSCPost\/legal-technology-could-help-one-billion-people-have-access-to-justice-mark-beer%ef%bb%bf\/","title":{"rendered":"Legal Technology Could Help One Billion People Have Access to Justice: Mark Beer\ufeff"},"content":{"rendered":"\n<p>Lawyers must embrace technology and digitalization that could help about one billion people who don&#8217;t have access to justice, said Mark Beer, president of the International Association for Court Administration.<br><\/p>\n\n\n\n<p>\u201cLawyers have to stop focusing on profit, stop focusing on themselves, and look at how using technology can serve the needs of a billion people around the world who have no access to justice at the moment,\u201d Beer told the MBRSC Post on the sidelines of the&nbsp;Legal Technology and Innovation Forum held on Monday at the JW Marriott hotel in Dubai.<\/p>\n\n\n\n<p>Half of those billion cases are categorized as \u201cserious,\u201d according to Beer, and 16% of these are referred to a lawyer and 5% go to the court.\u00a0&#8220;This is known as the Justice Gap,\u201d Beer said.\u00a0When asked what they want from the legal system, those deprived of it say they want \u201caccess to legal advice, and to efficient online problem-solving tools,\u201d he said.<\/p>\n\n\n\n<p><br>\u201cThe Shanghai High Court has a facility which runs off of \u2018WeChat\u2019, the \u2018WhatsApp\u2019 equivalent in China where you send in your legal questions to the Court, and a piece of technology sends you the answers back,&#8221; he said. &#8220;It\u2019s online, user friendly, works 24\/7, and free.&#8221;<\/p>\n\n\n\n<p>Jana Sukkarieh, an engineer for natural language processing, said\u00a0\u201cit\u2019s about time for digitization to enter the heavily regulated legal domain.&#8221; &#8220;But it\u2019s not just about building technology; it\u2019s also about convincing the policy-makers and legal systems in a certain country to adopt certain technologies.\u201d<\/p>\n\n\n\n<p>It\u2019s important to &#8220;help lawyers be aware that the technology is not replacing them, but augmenting their work, freeing them to do more insightful work,\u201d Sukkarieh added.&nbsp;<\/p>\n\n\n\n<p>According to Mr. Beer, &#8220;the friction, in terms of implementation of law tech trends, is that the legal community is fearful that the law tech is going to take away their income stream, therefore, regulators are the ones to slow down the implementation of law tech.\u201d<\/p>\n\n\n\n<p>He concluded with a call to regulators to &#8220;embrace technology.&#8221; &#8220;It\u2019s not there to frighten you.
